AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democracy just over a week before the country’s general election.
Study Shows Repeated Partiality in Chatbot Recommendations
The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a report released ahead of the late October vote.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these parties, the report pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their ideological beliefs, she added.
“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”
Voting Background and Political Landscape
Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed around Europe for the showing of the Freedom party.
The far-right party of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.
All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.
Unintentional Bias Attributed to AI Operation
The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
